Why do you need the Configure Wifi option exposed to the end user in the first place?

here is my challenge...

we're giving to an end-user a device with a lockdown profile, blocking the device settings.

sometimes we don't know the wifi credentials of the place it will be used at the time we set it up, or the user relocates the device to a different place and needs to set the wifi connection.

now, since the device is offline we can't set it up remotely, giving the user the admin password to exit the lockdown is also not an option.

so, I added an item to the lockdown witch calls 'action://CONFIGURE_WIFI', but I want this to be password protected, and if the end-user needs access to the wifi settings I'll provide him this password rather then the admin password

That is a complicated use case, but I understand the need now. I can't think of a way to handle that outside of building a custom application that has a built in password prompt. You'd link to the custom application in the lockdown menu instead of action://CONFIGURE_WIFI and then the application would have to make a call to launch the Wifi settings menu after the password is entered.

I have minimal experience using the SOTI Lockdown option (usually use Zebra Enterprise Home Screen), but I do know that you can leverage javascript within the Lockdown menu as it is effectively a web wrapper that handles HTML and javascript. I would imagine that a javascript developer would be able to devise a method for password protecting access to a particular shortcut.
