Hi Edsed,
Hope you are doing good.
For the application to be provisioned and install for all the users, both the checkbox are supposed to be checked.
When both unchecked, the expected behavior is that the application will only install on the user that is activated in MobiControl.
If the application is not installed please try creating a test rule to push the enterprise application to the device after revoking the previous Application catalog rule.
