Configure Rules and Packages view/edit permissions
I agree with Raymond and think it would be beneficial for a lot of customers to be able to adjust permissions for rules and packages at a more granular level.
If you're having issues creating a feature request from the partners portal you can always contact support and have them create one on your behalf however I will notify the team who takes care of the partner portal to see if they can identify an issue with submitting feature requests.

I would love to submit feature request but all I got is ASP error page when I try it on partners portal.
As far as I know, there is no such permission control for rules and packages at the moment.
It would be nice to have such control. I've made such feature requests through different channels in the past. Maybe you can make such feature request too. The more such requests Soti receives, the more likely they will consider implementing the feature.
Actually, it would be nice to have such per-item permission control for the following entities too:
- custom attribute
- custom data
- Android script (for out-of-contact, kiosk speed mode, geofence alert, etc.)
- email profile (for alert rule)
- application run control whitelist/blacklist
- phone blacklist/whitelist
- kiosk menu html template
On top of read/write permission, "target" global permission may also need to be expanded/split to include/control the above proposed entity types.
