So you added with the wrong app type!
You should have added your app item as "Google Play for Work Applications" instead! Before trying that, you of course need to first select and grant required permission for the app in your "Managed Google Play store" at Google's portal https://play.google.com/work.
You can have that only for Android Enterprise platform. The bundle ID of the app should be com.citrix.CitrixVPN on Managed Google Play Store. As shown in the following screenshots, this app supports managed configuration, and you can use MobiControl to configure parameters such as server address, username, password, etc.

If I remember correctly, v13.4.0.4899 already supports Managed Configuration.
Did you add your app item as "Google Play Store Applications" rather than "Google Play for Work Applications" in your app-catalog rule?

You're right, it's for Android Enterprise platform.
I guess we have a different Mobicontrol version (mine is 13.4.0.4899), I haven't the "Enable App Configuration" setting available.
