What mode of Android Enterprise are you using?  

 

Managed device 

 

or

 

Managed profile

 

If your not sure which one you are using, a managed device requires a factory reset and afw#mobicontrol during setup.  A managed profile does not.

 

I would imagine you are enrolling a Managed Device if they are shared.  I can have someone check if your use case is possible.
