In your use case, I believe you can consider using the shared-device mode in which an end-user needs to log in with an AD/LDAP/IdP account, and the device will then be automatically relocated to different device group with different set of required app sor polices deployed. As all devices use the same internal app and possibly the same security policies (e.g. restrictions, authentication, etc), you can just configure different wallpapers for different device groups. Your MobiControl server has to be v14.4 or later, and your iOS devices have to be running iOS13 or later.
Apple's DEP (Device Enrollment Program) account is meant for enterprise to manage work-related/BYOD devices, and it often takes at least a few weeks to complete all the formalities to get an account ready. Using Apple Configurator to get an Apple device into supervised mode is a very old (around 8-10 years) approach to access more advanced MDM policies. As the MDM profile deployed on such devices is not lockable, this approach of MDM deployment is fundamentally insecure, and I believe it will become obsolete for any serious enterprise use-cases very soon (say in the coming 1-2 years).
I have never registered for DEP before and have no information about it, I have performed a factory reset of the device, nothing different seems to be happening. Maybe I have to sign up for DEP and try again later. Or use the way you share: "Use freely downloadable" Apple Configurator "utility running on MacOS machine to configure the device via cable."
Please note that a device has to be factory reset to make it a supervised device.
For non-DEP devices, you have to use freely downloadable "Apple Configurator" utility running on MacOS machine to configure the device via cable.
For DEP devices, you can first turn on the "Supervise Device" option in the DEP tab of your Add-Devices Rule, and configure DEP assignment to use such rule to enroll your DEP device when it is factory reset.

One more thing, according to what I have learned in a short time, I know that in order to fulfill my client's request, I have to switch the device to supervision mode, I don't know how many ways there are. To do this, could you please help me?
