MobiControl Stage Programmer - Android
I think I encountered the same problem with Wifi Configurations on Stage v18.104.22.16847 more than a year ago. I've nearly forgotten about it. My workaround was to avoid Wifi Configuration with Stage, and manually input a Wifi SSID with short and simple password for initial enrollment with QR-code by Stage to get completed. After that, we could always push one or more new production-grade Wifi configuration with complex password with Wifi payload in profile(s). So we didn't bother to wait for any fix at that time.
You can of course choose to report the problem to Soti support and wait for newer version of Stage with the required fix.
Yes, my post initially was about Programmer but it's now been clarified that the device MUST be NFC capable; I thought maybe without the NFC capability I could use just a QR code. Per the second part of your reply, you said to download Stage for Windows; which I already have installed, and create a QR code and use the QR within the MobiControl application. My last reply was in response to using that method.
1. Created QR barcode with Stage on my desktop PC to configure Wireless and MC Agent. I set SSID, Security Type, Password and Proxy.
2. Side loaded the MC app via ADB
3. Ran the MC application on the Samsung Android device and accepted all messages for camera, contacts etc. Went into the app for MC and under "Apps that can change system settings" I enabled "Allow Permission". I also went into Lock Screen and Security --> Other Security Settings --> Device Administrators --> placed a check to enable that option and selected Activate when prompted.
I then launched the MC app from the device to scan the QR code and once I scan the QR code I receive, "WiFi Configuration failed. Please contact your system Administrator".

You talked about MobiControl Stage Programmer .apk in earlier post, and now you are talking about using adb with MobiControl device agent. They are completely different stories.
Anyway, what is you Samsung device model and Android firmware version? Did you enable the "Change System Settings" permission of the device agent in "App" tab of "Settings"? If not, please do so and retry your QR-code -ased enrollment.
If so, what had you set for Wifi when using MobiControl Stage to create the QR code?
I'm using a Samsung device. The problem is this. I created a QR code via MobiControl Stage. I set WiFi settings and MobiControl Agent settings. I side load the MobiControl Agent via ADB and set all settings after install; selecting ALLOW for the 5 prompts for camera etc, giving the application full permission and then enabling MobiControl under device administrators. Upon scanning the QR code from the application, I immediately receive. "WiFi Configuration failed. Please contact your system Administrator.
I'm side loading the ELM Agent version 13.3.0 Build 1133 and SOTI version 22.214.171.12411. Any suggestions are greatly appreciated.

You can create QR codes with the application, your problem is that the Play Store is detecting that your device isn't NFC capable and is therefore preventing you from installing the application. You can blame Google for trying to prevent an unpleasant user experience with this built in checking mechanism. You could potentially install on a different device like a samsung or Zebra and use that for staging. Once the barcode is generated you can screenshot it and export it from a device for alternate distribution.

To enroll using QR code, just download the Windows utility at
and run it to configure required enrollment settings and generate the QR code file. Then, run any v13/14 Android device agent for your target device, and tap on the QR code icon at the bottom of the device screen when you are prompted for the enrollment ID. The device camera function will be initiated to capture the QR code image file for enrollment.
