On No GMS Device - Enroll as Device Owner fails

Hello,

i currently encounter a problem that i cant enroll a device with no google mobile services image as device owner.

Installing the agent after setup, i get the device into workplace mode and everything works fine.

I set the Agent as Device Owner with Enterprise Provisoner from Honeywell, but when i do so the device immediatly resets itself.

Has anyone encountered this issue, or maybe knows if GMS is needed for Device Owner enrollment?

GMS isn't technically needed for DO enrollment but the OEM will need to provide a mechanism for setting the DPC as DO since the traditional methods for DO Enrollment (NFC, QR, DPC Identifier, and ZTE) won't be available since there is no GMS Setup Wizard (SUW). There will also be a number of AE features that will be missing or that won't work as expected if you do manage to get a Non-GMS DO device to enroll.

Hm, i guess its a software related issue to setting the dpc with honeywell provisioner,

same procedure on gms device has no issue at all.

Did you found any solution to your problem? 
We have Android 9 Non GMS CT60 

In my process there is always the message "Can´t setup device" and afterwards the device wants to enterprise reset itself. 

I have no idea what to do.

unfortunately not, we came to the conclusion although not needing gms it didnt oppose a direct threat or impact to us using it or having them enabled in the device image.

with the gms image enrollment works as intended.
