Android intent(s) can be defined and implemented by the kernel or system software, or by any user-level app installed on the system.     While Soti MobiControl supports sending any intent defined on any Android system, it is the customer's responsibility to find the intent API implemented by the firmware on their devices, or to build proprietary apps to perform the function(s) needed.   

As far as I know, Google has not implemented any intent for configuring the options in the "Developer options" page of Settings.   If you can find any Google's document giving details of any such intent,  please share the information.
