If you don't want to pull it off of a hosting mirror you could potentially install it on a sample device that is connected to the public internet with access to Google Play and then pull the apk from that device via ADB. This process can work but I'd recommend that you perform that process on each unique device model + Android version as the APK that you extract using this process might not be the complete APK hosted in the Play store.
The last apk of Soti Surf downloadable from Soti web site was v13.3.0 B34 released in 2017H2. For some unknown reason, Soti has then stopped providing apk release of Soti Surf, and the only way to get it is from Google Play app store. This is definitely a big issue for some customers with devices that are restricted to access internal corporate network only.
I hope they can at least consider releasing the file in .pcg file ( or some kind of DRM-protected .pcg file that can only be deciphered by Soti device agents), for possible deployment with any profile , thus allowing Soti Surf to be used in such closed-network cases.
