Probably yes.  Why don't you confirm it yourself by removing the kiosk mode in your profile and see if multi-control is enabled/disabled according to your feature-control option checked?

If the above is not the cause of your problem.  Maybe you can check further.  Some hardware just do not have multi-window feature supported in their firmware, while others may have incompatible device agent versions installed.  The option(s) set in kiosk mode or application-run-control may also cause problem.

Whether or not any quick-launch, side-bar or split-screen can be used in kiosk mode depends on the firmware of the device, and varies with device brands and models.  So, you've found the answer yourself for your device of interest. 

In general,  it is better that the multi-window feature is not available in kiosk mode because there is usually no extra feature-control options to restrict what can be added in the quick-launch or side-bar by the device end-user, or what can be run in the split screen.  This basically defeats the primary purpose of using kiosk mode.

If there is really a need to add a quick-launch bar or side-bar to launch some specific apps or perform some specific actions,  it is possible to design proper html/CSS/javascript within MobiControl kiosk mode framework to achieve the desirable visual effect or user-interface.  

This may seem like a dumb suggestion, but you may want to also try the same Feature Control configuration profile, but with that check box checked. Some of the Feature Control descriptions are confusing and can mean the opposite of what you think they mean.

Is your multi-window a split screen or a side-bar on the device screen?  Could you please show a screenshot of multi-window when lockdown is disabled on your device?
